Senior IT Program Manager

Savan seeks a Senior IT Program Manager to successfully lead a client engagement for Chief Information Officer (CIO) support in the Department of Health and Human Services (HHS). The IT Senior Program Manager will provide leadership and direction in the planning, executing, and managing an IT strategic support services contract supporting a federal CIO. Additionally, the IT Senior Program Manager must also be adept at navigating complex client relationships, including managing challenging and demanding timelines and client priorities. This role requires the ability to establish oneself as a trusted advisor, providing executive support and oversight while effectively managing relationships between senior-level executives and other team members. Specifically, the strategic support services include communications, technology strategy, architecture, and IT governance. This role is pivotal in promoting the strategic transformation of a CIO organization in a highly federated agency.
The ideal candidate shall have at least ten years of experience supervising employees and managing Government technical contracted work. Duties assigned will include, but are not limited to, the following:
Role Responsibilities:
 
  • Lead and manage all strategic support services for the CIO, ensuring successful delivery within scope, time, and budget constraints.
  • Collaborate with inter-departmental teams, stakeholders, and executives to define project objectives, deliverables, and timelines.
  • Mentor and guide project teams, encouraging best practices and continuous improvement.
  • Serve as the point of contact between client leadership and stakeholders with other members of the project team members.
  • Execute the contract on schedule and budget and monitor quality throughout the execution of the project.
  • Present project updates, findings, and strategic recommendations to senior leadership
  • Document activities and invoices.
  • Manage, monitor, and report significant risks to the project.
  • Complete weekly status reports 
  • Brief stakeholders and management on project status and progress.
  • Create management dashboards to communicate, display, and track system owners' progress in achieving the project goals.
  • Conduct periodic review meetings.
  • Manage subcontractors and team members.
Qualifications and Requirements:
  • Master’s degree in Information Technology, Information Systems, Computer Science, Business Management, or a related field
  • Experience with IT Program management and CIO support such as governance, EA, or portfolio management.
  • 10+ years of professional experience
  • Ten years of project management experience, preferably in government consulting
  • Five years of experience with agile project methodologies  
  • Experience managing complex client relationships.
  • Ability to establish oneself as a trusted advisor to clients, providing executive support and oversight.
  • Effectively navigates and manages relationships between senior-level executives and other team members.
  • U.S. Citizenship
  • Public trust or ability to obtain a Public Trust
  • Project Management Professional (PMP) certification from the Project Management Institute
  • Strong analytical, problem-solving, and decision-making capabilities
  • Excellent verbal and written communication skills.
 Preferred Qualifications: 
  • Certified Scrum Manager or other agile certification
  • Experience supporting HHS IT programs.
