Savan is seeking a Senior Business Analyst to support the U.S. Department of Transportation (DOT), Office of the Chief Information Officer (OCIO). The Senior Business Analyst will support DOT IT governance and program management activities, with a primary focus on IT governance, stakeholder engagement, requirements development, and process improvement. The position will work closely with OCIO leadership and staff, the Office of Portfolio and Financial Management, Operating Administration stakeholders, and the Savan project team to strengthen governance structures, develop and manage requirements, and ensure IT investment and program decisions align with the Capital Planning and Investment Control (CPIC) process and the Planning, Programming, Budgeting, and Execution (PPBE) cycle.

The successful candidate will bring strong federal IT governance and business analysis experience, a working understanding of how CPIC and PPBE inform IT investment and budget decisions, and the ability to engage diverse stakeholders and translate business needs into clear, actionable requirements and governance products. The Senior Business Analyst must be detail-oriented, customer-focused, highly organized, and capable of managing multiple priorities with limited direction.

Key Responsibilities
  • Support the operation, maturity, and modernization of the DOT IT governance program, including governance boards, review forums, decision-making processes, and escalation paths.
  • Analyze and recommend improvements to IT governance policies, structures, and processes across the DOT IT portfolio, incorporating applicable federal requirements and industry best practices.
  • Draft, review, and maintain IT governance charters, policies, standard operating procedures (SOPs), implementation guidance, templates, training materials, and related documentation; maintain the governance documentation repository.
  • Document current-state and future-state governance and business processes; conduct gap analyses and develop recommendations for process improvement.
  • Elicit, analyze, document, and validate business, functional, and process requirements for IT governance, portfolio management, and financial management tools, systems, and platforms.
  • Develop and maintain requirements artifacts, including business requirements documents, functional requirements, user stories, use cases, process maps, and requirements traceability matrices.
  • Manage requirements throughout the lifecycle, including prioritization, change control, stakeholder review and approval, and support for user acceptance testing.
  • Plan and facilitate stakeholder engagements, requirements workshops, working sessions, and governance meetings; develop agendas, briefing materials, meeting minutes, action-item trackers, and follow-up communications.
  • Establish and maintain strong working relationships with OCIO leadership, investment owners, program and project managers, and Operating Administration stakeholders; identify stakeholder needs, manage expectations, and facilitate resolution of competing priorities.
  • Develop stakeholder analyses and engagement and communications plans to support governance initiatives, data calls, and organizational change activities.
  • Ensure governance processes and requirements align with the DOT CPIC process—including the Select, Control, and Evaluate phases—and support CPIC activities such as monthly IT investment reviews, business cases, IT Dashboard activities, and Integrated Data Call (IDC) inputs.
  • Apply a working knowledge of the PPBE cycle to support alignment among IT governance decisions, investment priorities, budget formulation, and IT spend plans.
  • Support DOT implementation of the Federal Information Technology Acquisition Reform Act (FITARA) and other federal IT mandates, including preparation of responses to requests from the Office of Management and Budget (OMB), Government Accountability Office (GAO), and DOT Office of Inspector General (OIG).
  • Prepare executive briefings, status reports, dashboards, white papers, and other client-facing materials that communicate governance status, requirements, risks, issues, and recommendations.
  • Contribute to monthly accomplishment reports and other task order deliverables; identify and track risks, issues, and dependencies and escalate matters to the Project Manager as appropriate.
  • Perform other related duties as assigned in support of the task order.
Qualifications and Requirements
  • Bachelor’s degree in business, public administration, information systems, management, or a related field.
  • At least 10 years of professional experience performing business analysis, process improvement, IT governance, or related functions consistent with the Senior Business Analyst labor category.
  • Demonstrated experience supporting federal IT governance, including governance boards, charters, policies, SOPs, decision-making processes, and governance process improvement initiatives.
  • Demonstrated experience eliciting, analyzing, documenting, validating, and managing requirements, including business requirements documents, functional requirements, user stories, process flows, and requirements traceability.
  • Demonstrated stakeholder engagement and facilitation skills, including leading requirements workshops and working sessions and coordinating input across multiple organizations and levels of leadership.
  • Working knowledge of the federal Capital Planning and Investment Control (CPIC) process, including the Select, Control, and Evaluate phases, business cases, IT Dashboard activities, and OMB reporting.
  • Working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process and its relationship to IT investment, budget formulation, and spend-plan development and execution.
  • Experience preparing executive briefings, status reports, process documentation, and other client-facing deliverables for federal stakeholders.
  • Strong analytical, organizational, and problem-solving skills, with exceptional attention to detail.
  • Excellent verbal and written communication skills.
  • Advanced proficiency with Microsoft Office applications, including Excel, PowerPoint, Word, and Visio, as well as Google Workspace applications, including Sheets, Slides, and Docs.
  • U.S. Citizenship.
  • Ability to obtain and maintain a Public Trust suitability determination.
  • Ability to work on-site five (5) days per week at DOT Headquarters in Washington, DC.
Preferred Qualifications
  • Experience supporting DOT or another federal civilian agency CIO organization.
  • Hands-on experience supporting CPIC activities, including monthly IT investment reviews, business case development, and/or Integrated Data Call (IDC) submissions.
  • Experience supporting PPBE activities, budget formulation, or IT spend-plan development and review.
  • Professional certification such as Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or Project Management Professional (PMP).
  • Experience with governance, portfolio management, or requirements management tools, such as Folio, ServiceNow Strategic Portfolio Management (SPM), Jira, or similar platforms.
  • Experience supporting executive governance boards, investment review boards, portfolio review forums, or similar decision-making bodies.

Work Location and Schedule: 
Onsite requirement 5 days per week (Mon-Fri) at DOT DC offices.

Compensation
The anticipated salary range for this position is $80K–$100K. This range represents Savan Group’s good faith estimate at the time of posting and is not a guarantee of compensation.

Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions. As a result, actual compensation may vary from the posted salary range.
