Sr. Technical Project Manager

Washington, DC
Full Time
Senior Manager/Supervisor
Savan Group is seeking a Senior Technical Project Manager – Application Development
to lead delivery of a complex federal enterprise application supporting records and information management business processes. This role is intended for an experienced technical project manager who can manage a mature Agile software development environment, lead sprint and release execution, coordinate technical and business stakeholders, and maintain disciplined delivery across development, testing, DevOps, deployment, and production support.

The Senior Technical Project Manager will manage day-to-day project delivery, including sprint planning, daily standups, backlog management, release planning, risks and issues, resource coordination, testing readiness, deployment coordination, production issue tracking, and client communications. The successful candidate must have strong Agile/Scrum experience and sufficient technical understanding of Java-based applications and AWS environments to effectively oversee developers and coordinate DevOps engineers, user acceptance testing, security, and other technical resources.

The application supports federal records and information management functions. The Senior Technical Project Manager does not need to be a records and information management (RIM) subject matter expert but must have enough RIM, enterprise content management, document management, or information governance experience to understand the business domain and work effectively with RIM SMEs and client stakeholders. The role requires exceptional attention to detail, strong analytical skills, disciplined follow-through, and excellent written and verbal communication.

Role Responsibilities:
  • Lead delivery of a federal enterprise Java application across requirements, development, testing, UAT, deployment, production support, and ongoing operations and maintenance.
  • Own Agile/Scrum delivery activities, including sprint planning, daily standups, backlog refinement, sprint reviews, retrospectives, and release planning.
  • Manage sprint readiness, commitments, capacity, backlog health, delivery metrics, impediments, dependencies, and completion trends.
  • Work with product owners, client stakeholders, technical leads, and business analysts to prioritize the backlog and ensure user stories and acceptance criteria are ready for development.
  • Develop and maintain project plans, sprint and release schedules, resource assignments, risks and issues, decisions, action items, and dependency tracking.
  • Lead and coordinate a multidisciplinary delivery team that may include Java developers, architects, testers, DevOps engineers, business analysts, RIM specialists, and other technical resources.
  • Coordinate development, system and regression testing, UAT, defect resolution, deployment, and production-readiness activities.
  • Coordinate release readiness across development, testing, UAT, security, accessibility, DevOps, and production support, ensuring unresolved dependencies and risks are identified and addressed before deployment.
  • Support coordination of AWS environments, CI/CD activities, deployments, infrastructure dependencies, application monitoring, and production issue resolution.
  • Track and drive resolution of risks, issues, defects, production incidents, technical dependencies, and cross-team impediments.
  • Analyze project, application, testing, defect, operational, and delivery data to identify trends, assess risks, investigate issues, and support data-driven recommendations.
  • Translate business, technical, RIM, security, accessibility, and operational requirements into actionable development work and implementation plans.
  • Review project, sprint, release, and client-facing documentation for accuracy, completeness, consistency, and quality.
  • Prepare clear project status reports, sprint and release reporting, executive briefings, recommendations, meeting materials, and other client communications.
Qualifications and Requirements:
  • Bachelor's degree (BA or BS) from an accredited college or university.
  • U.S. Citizenship and the ability to acquire and maintain a Public Trust or other client-required suitability determination are required.
  • 8+ years of professional experience in information technology, software development delivery, project or program management, management consulting, or a closely related field.
  • At least 5 years of experience managing software development projects or major technical workstreams, including responsibility for planning, schedules, deliverables, risks and issues, client communications, resource coordination, and team performance.
  • At least 3 years of direct experience managing Scrum-based software development delivery, including sprint planning, standups, backlog refinement, sprint reviews, retrospectives, and release planning.
  • Demonstrated experience applying Agile and Scrum methodologies in a production software development environment.
  • Strong experience using Jira or a comparable Agile project management platform to manage backlogs, user stories, sprints, defects, releases, dependencies, and delivery metrics.
  • Experience managing the development and delivery of Java-based enterprise applications, with sufficient technical understanding to effectively coordinate developers, architects, testers, DevOps engineers, and other technical personnel.
  • Experience supporting or managing enterprise applications hosted in AWS, including familiarity with cloud environments, infrastructure dependencies, deployments, monitoring, and production operations.
  • Experience managing a mature enterprise application environment that includes enhancement development, defect resolution, testing, release management, production support, and ongoing operations and maintenance.
  • Familiarity with enterprise application architecture, APIs and integrations, relational and NoSQL databases, enterprise search technologies, AWS infrastructure, messaging services, and CI/CD concepts sufficient to understand technical dependencies and delivery risks.
  • Experience performing data analysis to support project and technical decision-making, including analysis of application, testing, defect, operational, performance, or delivery data.
  • Experience supporting records and information management, enterprise content management, document management, or related information governance systems, with sufficient understanding of records lifecycle concepts to manage technical delivery and work effectively with RIM SMEs.
  • Exceptional attention to detail, organization, follow-through, and quality control.
  • Excellent written and verbal communication skills, including the ability to communicate technical and delivery issues clearly with technical teams, business stakeholders, senior leadership, and federal clients.
  • Strong analytical, problem-solving, and critical-thinking skills, including the ability to identify dependencies, assess risk, challenge assumptions, and drive issues to resolution.
  • Ability to work a schedule aligned with Eastern Time (ET) business hours, regardless of U.S. work location.
Preferred Qualifications:
  • Experience managing enterprise content management, electronic records management, document management, or comparable information management applications.
  • Experience supporting federal records management stakeholders or a federal Records Management Program Office.
  • Familiarity with federal records management requirements and NARA guidance.
  • Experience managing Java applications deployed in AWS cloud environments.
  • Experience supporting federal software development environments with security, Section 508 accessibility, formal testing, and documentation requirements.
  • Experience managing production support, incident resolution, application monitoring, and operational risk.
  • PMP, CSM, PSM, PMI-ACP, or comparable project management or Agile certification.
  • Federal consulting experience.

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
