Savan seeks a Technical Business Analyst to support a federal government client with an application development initiative for a major Federal Agency. This role will involve an array of business analysis and testing activities. The Technical Business Analyst will work with a variety of stakeholders, client leaders, and the Savan development project team. The Technical Business Analyst will have worked on an Agile development project from inception to deployment in production. They must be able to communicate effectively internally with developers and with business and technical clients daily. The Technical Business Analyst will have demonstrated success in curating the backlog, project planning, risk and issue management, performance reporting, creating team presentations, test cases, and lessons learned in Agile and waterfall project environments. The Technical Business Analyst will be responsible for conducting testing and have experience in software testing and quality assurance. The ideal candidate will have experience with Selenium, Scrum, and Agile development methodologies, and a proven track record of ensuring the quality and functionality of web applications. This role will report directly to the project lead. This is a great role for an aspiring Technical Project Manager.

Role Responsibilities:
- Possess excellent analytical, problem-solving, and communication skills and the ability to understand the business requirements and translate them into technical requirements
- Lead in translating Agile development terminology, artifacts, and outputs into a manner and vocabulary that can be understood by personnel who are better versed in waterfall methodology
- Facilitate client meetings and working groups including leading Scrums, Sprint Reviews, and participation in Agile processes
- Collaborate with developers and business stakeholders to understand / refine requirements and develop user acceptance test cases
- Lead the testing and quality assurance activities for the project
- Develop testing plans and execute testing activities including automated test scripts using Selenium, regression, and manual testing, and identifying and documenting defects in issue-tracking tools (Jira)
- Support the development of client options and recommendations to mitigate risk and promote a high-performing integrated federal/consulting team
- Develop and maintain a high level of engagement with client leaders and stakeholders.
- Assist in the development and sustainment of key project management artifacts to aid in the effective management of the project (e.g., project plan, risk register, performance reports, testing results, dashboarding, etc.)
- BA in computer science, Engineering, Information Systems, or a related degree and 4-7 years of relevant experience
- Strong knowledge and experience with Agile methodology (SAFe, Scrum, etc.)
- Excellent organizational, presentation, and customer service skills
- Previous experience on an Agile or Hybrid Agile development project from start to finish for the Federal Government
- At least 2 years of experience with testing and automated testing tools such as Selenium and using JIRA for issue-tracking
- High attention to detail with the ability to manage multiple ongoing activities for Public Trust or the ability to obtain public trust.
- Ability to effectively complete individual tasks, work in a team environment, and be proactive with little guidance.
- U.S. Citizenship
- Active Project Management Professional (PMP) Certification from the Project Management Institute (PMI) and/or professional scrum certification (e.g., PMI-ACP, CSM)
- Experience with records management
- Public Trust Clearance or higher
- Understanding of web technologies (HTML, CSS, JavaScript)
- Experience with testing activities
- Experience with CI/CD tools like Jenkins or GitLab CI
- Knowledge of Java, Python, or JavaScript
