Savan is seeking a Deputy Program Manager to support a Department of Transportation (DoT) program in the federal civilian space. The role is responsible for supporting account growth, capture, and long-term expansion of the contract portfolio. This position helps develop and execute growth strategies, improve win probability across task orders, and expand the organization’s footprint within existing contract vehicles and related opportunities.
The Deputy Program Manager serves as a senior client-facing leader, maintaining relationships with DoT stakeholders and coordinating capture, pricing, and solutioning efforts with internal delivery, finance, and growth teams. The role provides executive-level oversight of delivery performance to ensure continuity and client satisfaction, while day-to-day program execution is managed by delivery teams.
Key Responsibilities Business Development & Growth
Support development and execution of account growth strategy, including pursuit of new task orders and follow-on opportunities
Identify and qualify new opportunities within DoT and adjacent mission areas
Lead client engagement to understand requirements and shape solutions and capture approaches
Support pricing, proposal development, and capture planning in coordination with internal stakeholders
Maintain a qualified opportunity pipeline aligned to revenue, margin, and capacity targets
Financial & Resource Management
Support financial performance of the account, including forecasting, budget management, and margin monitoring
Identify risks and opportunities to improve profitability and operational efficiency
Oversee workforce planning and staffing to support growth and delivery continuity
Provide people leadership for assigned staff, including performance management and professional development
Deliver regular reporting on financial performance, pipeline health, staffing, and delivery risks
Client & Delivery Leadership
Serve as a senior client-facing leader, maintaining executive relationships with DoT stakeholders
Act as a trusted advisor and support client satisfaction through proactive engagement and issue resolution
Provide executive oversight of program performance across multiple task orders, ensuring alignment to scope, schedule, cost, and quality
Maintain program governance, reporting, and risk management practices to support scale and growth
Promote continuous improvement and operational maturity across the account
Qualifications & Requirements Required
Bachelor’s degree in business or a related field
10+ years of professional experience, including 8+ years in program or project management
PMP
5+ years of experience managing federal contracts (FFP and T&M), including IDIQs and task orders
Strong consulting, communication, and stakeholder management skills
Proven ability to manage schedules, deliverables, budgets, and teams
Demonstrated ability to mentor and develop staff at multiple levels
U.S. Citizenship and ability to obtain and maintain a Public Trust clearance
Preferred
Experience supporting or managing programs at the Department of Transportation (DoT)
Experience in fast-paced, dynamic federal client environments
Strong knowledge of federal procurement and contracting processes
Experience balancing strategic program leadership with business development responsibilities
Agile/Scrum certifications
Graduate degree in business or an IT-related field

On-site presence at Savan Headquarters (Vienna, VA), client site in Washington, DC, and remote work as appropriate.
